The Department of Finance Affairs: A tender drawing its blessings from the Master of Generosity; Aba Al-Fadl Al-Abbas (PBUH)

The Finance Affairs Department is a dynamic department at the Al-Abbas's (p) holy shrine, which has the responsibility to meet all their requirements through the funding of projects in addition to meet the financial need of the rest of departments, as well as the staffs and employees' salaries.


It manages the funds of the Al-Abbas's (p) holy shrine following a financial system that is conformed to the global financial systems and rules.

This department like other departments was set up at the beginning of having back the legitimate administration to the holy shrine after the fall of the former regime, and it is the responsible for all financial transactions of the holy shrine either with third parties or between the different departments.

And to know more about this department we have met with its head; Mr. Qays Dahhan, who explained to Al-Kafeel Network: "The Finance Department undertake the functions of receiving and delivering the funds of the holy shrines, whether its own funds or the donations in form of funds of in-kind gifts that are delivered to the Gifts and Vows Department, which are then delivered to the Department of Financial Affairs in accordance with the fundamentalist and computational controls with receipts through the application of uniform accounting system in force in the official departments in Iraq. The finance Department receives all special funds from the Shiite Endowment for the employees' salaries and also the funds for the investment plan's projects."

The work mechanism at the department and its management tasks were also explained by Mr. Dahan as follows: "The Financial Affairs Department consists of 12 divisions, each of them has special task, which are:

1- Salaries Division: Responsible for the preparation of lists for the employees' salaries after the calculation of the entitlements of each of them based on monthly variables

2- Fund Division: This Division calculate the existing cash after accounting the monthly disbursements and revenues of the holy shrine.

3- Division of Investment and Strategic Projects: Responsible for monitoring the accounts of all the investment project of the holy shrine.

4- Division of the fixed assets: It exercises its work through the unit of fixed assets records, unit of funds secretariat and unit of accounting.

5- Division of debt: Responsible for the liquidation of financial advances for the purchases made by the holy shrine's departments used to run the daily affairs.

6- Division of inventory accounts: Responsible for the entries and outputs of the assets of the holy shrine in coordination with the stores' department.

7- Division of Insurance: Responsible of all insurance of the holy shrine projects, including the Al-Kafeel residential Complex.

8- Division of pensions: Its mission is to calculate the pensions discounted from the employees' salaries, to detent a ratio to disburse it when the employee reaches retirement age, in coordination with the Division of salaries.

9- Division of Engineering Project Accounting: Its mission is to follow-up the funds disbursed for all projects implemented by the holy shrine.

10- Accounting Division: Conducts the public disbursement in various service facilities in the holy shrine, by organizing exchange bonds that are carried over to the relevant records.

11- Own affairs Division: Responsible for monitoring all administrative matters related to the department such as the incoming and outgoing documents, as well as the attendance, absence and holidays of the employees.

12- Chastity Commercial Centre: A commercial complex designed to provide life and household needs of women through sales women works."

After reviewing the work and great effort made by the brothers at the Financial Affairs Department at the Al-Abbas's (p) Holy Shrine, we felt the actual management pursued by the Secretariat General of the Al-Abbas's (p) holy shrine as an emerging institution, seeking to frame its artistic and technical work to the level that keep pace with the service provided by all its departments for the visitors throughout the year.
